ParkingEye appeal letter — how to challenge a ParkingEye charge
Not legal advice. Always follow the appeals address on your notice. Templates and guidance only. Outcomes not guaranteed. Appealing may affect any discount. Confirm it is a private charge — GOV.UK. Citizens Advice: 0808 223 1133.
ParkingEye is a well-known private parking operator. A ParkingEye charge or ANPR Notice to Keeper is a private parking charge — not a council PCN. Path: appeal the operator first, then POPLA or IAS if rejected.
First checks
- Confirm it is private (company name / BPA or IPC clues), not a council PCN.
- Note any early-payment discount deadline (Code Clause 8.2). See Will appealing lose my discount?.
- After rejection, use POPLA (BPA) or IAS (IPC) per GOV.UK — check the notice, don’t assume.
What to put in the operator letter
Facts + evidence. Themes often include signage (Code Clause 3), consideration/grace (Clause 5 / Annex B), payment/compliance, POFA Schedule 4 NtK issues (keeper), landowner authority (Clause 14), Appeals Charter (Clause 19).
Ask for written cancellation and, if rejected, BPA/IPC confirmation plus any POPLA code.
After rejection
- POPLA: within 28 days; all evidence first time (appeal guide). Typically ~6–8 weeks (FAQs).
- IAS: theias.org if IPC.
