Question flow: ticket type → area → stage → council & PCN → grounds → your details.
1. Ticket type

Council PCNs are usually headed with a council name and refer to a Penalty Charge Notice under civil enforcement — not a private “parking charge notice”.

2. Area
3. Stage

GOV.UK: on-the-spot council PCN → informal challenge; postal / Notice to Owner → formal representation. You generally have 28 days to challenge a PCN; challenging within 14 days may preserve a 50% discount if rejected — check your notice.

4. Council & PCN
5. Grounds

Select all that may apply. At informal stage, councils may also cancel for discretion / mitigation. At tribunal, adjudicators generally need a statutory ground to allow an appeal (TPT grounds · London Tribunals process).
