What evidence does POPLA need? (and why you must upload it first time)
Not legal advice. This is general information about POPLA’s published appeal process. Claim Helper provides templates only — we do not file appeals for you or act as your representative. Outcomes are not guaranteed. Appealing may affect any discount on your notice. Confirm your operator is BPA (POPLA) not IPC (IAS). GOV.UK. Citizens Advice: 0808 223 1133.
If a British Parking Association (BPA) operator rejects your first-stage challenge, the next independent step is usually POPLA — Parking on Private Land Appeals. POPLA decides on the material you put in front of it. That is why “I’ll send the photos later” is a common way to weaken an otherwise decent case.
Who uses POPLA (and who does not)
| Association | Independent service |
|---|---|
| BPA | POPLA |
| IPC | IAS (not POPLA) |
Check the rejection letter and any association logo. GOV.UK summarises the split: Challenging a ticket. Do not send a POPLA pack to IAS or vice versa.
The verification code
BPA operators should give you a POPLA verification code with the rejection (or tell you how to get one). You need that code to start the appeal on POPLA’s site. Read POPLA’s own steps: POPLA appeal guide.
What to upload with the appeal
POPLA’s guide stresses putting your case and evidence in at the start. Typical useful items (case-dependent):
- the parking charge notice / Notice to Keeper and the operator’s rejection;
- a clear timeline of arrival, payment (if any), and departure;
- photos of entrance and terms signage (readable, dated if possible);
- payment receipts, app screenshots, permits, or visitor logs;
- any crime reference, medical, or other mitigation documents if you rely on them;
- extracts you rely on from the Private Parking Code of Practice or POFA Schedule 4 — tied to your facts, not pasted as wallpaper.
Name files clearly (e.g. 01-entrance-sign.jpg, 02-payment-receipt.pdf).
Why “first time” matters
Independent assessors work from the appeal pack. POPLA’s published guidance warns that further evidence may not be accepted later. Treat the first upload as the whole case: grounds, chronology, and exhibits together.
Grounds are not evidence
Saying “signage was unclear” is a ground. Showing the entrance board, the obscured panel, and the distance from the bay is evidence. Same for grace/consideration maths, POFA NtK defects, or landowner-authority points under the Code (Clause 14).
After you submit
Follow POPLA’s process for operator evidence and any comments window they describe in the current guide. Keep copies of everything you uploaded. A POPLA decision binds the operator in the usual scheme; it does not create a guaranteed court outcome if the dispute continues outside that scheme.
IAS note
If your operator is IPC, use the Independent Appeals Service instead. IAS has its own deadlines (standard appeals within 28 days of operator rejection are generally free for the motorist — confirm on IAS FAQs). The same “upload everything first” discipline still applies.
