How to challenge your Council Tax band in England (VOA proposal vs review)

Not legal advice. This article is general information and a pointer to letter templates only. Claim Helper does not act as your solicitor, representative, claims management company, or VOA agent. Outcomes are not guaranteed.

Risk warning: A challenge can raise your band. The VOA states challenges have three outcomes: your band can go up, down, or stay the same. Similar neighbouring properties may also be reviewed. Keep paying Council Tax while you wait. Source: VOA step-by-step guide.

Official starting points: Challenge your Council Tax band · Check your band.

Who sets the band?

In England and Wales, the VOA decides Council Tax bands. Your local council collects the tax and will adjust the bill if the band changes.

Bands are based on what the property would have sold for on:

In Scotland, challenges go to a local Assessor via the Scottish Assessors Association — not the VOA.

Step 1: Check your band and neighbours

Look up your property (and nearby similar homes) on GOV.UK — Check your Council Tax band. Different bands among neighbours do not automatically mean yours is wrong.

Step 2: Proposal or band review?

From the VOA step-by-step guide:

Step 3: Gather evidence

For a band review, expect up to five comparable properties (location, type, age, size). Sales evidence windows: England 1 April 1989–31 March 1993; Wales 1 April 2001–31 March 2003. See evidence and risk guide and the VOA evidence blog.

Step 4: Submit via official VOA channels

Prefer the online challenge service or the Council Tax band challenge form (ctinbox@voa.gov.uk). Representatives usually need an authority to act form.

Step 5: Keep paying while you wait

Continue paying your bill. If the band falls, overpayments are refunded. If you struggle to pay, contact your local council about discounts or payment plans first.
